Madam President:
are writing to Your Excellency to transmit and request assistance in finding a solution to a situation of injustice and inequity that has poor and disadvantaged for many years. The endorsers of this letter are a group of teachers and basic education teachers contracts assigned to the Directorate of Municipal Education Administration from the city of Osorno, who has informed us that the 2007 school year will not work and that we have him wait until March of next year and have a possibility of contract, if certain conditions change and administrative budget.
We want to know Madam President that each of the teachers on contract that we sign this letter we find the following conditions:
- We have maintained the status of contract from six to twelve years and every year about this time we experienced an anguish and uncertainty to obtain a quota of work in a municipal school.
- Over the years, as contract teachers, we could not register to be holding a municipal educational establishment, because there are no vacancies required due to low flow of the processing of pensions of more than 100 teachers only commune Osorno. Since it can not exercise a call for tender.
- This year 2007 has been the exception, with the radical difference that there will be no annual contracts to our teachers in the city of Osorno, giving only the only hope, both educational and economic of working replacements depending on medical leave of our counterparts.
- Not having a permanent contract and only have the option of working under conditions of uncertainty mentioned above, we produced a very difficult situation in our family and dwindling economies also generate irregularities in our hiring, job instability, AFP and gaps in health services, loss of rights such as salaries of winter and summer, recognition of academic excellence, loss of school vouchers biennia, and especially a discontinuity in the specific improvement relates to the particulars of each Professor Hire basic.
Madam President, we know that the problem lies in the rethinking of educational policies and educational status, however, as a country and particularly in the commune is difficult to reverse a short-term problems, but it is also known that it is what we have today and based on them is that they must find the strategies and tools provide alternatives effective and quick solution to achieve consistent educational management.
Currently each of the teachers hired, only has the hope of working sporadically, but also has the possibility that in 2008, call a public competition to fill the vacancy resulting from retirement. As we prioritize this effective, recognition, commitment and willingness to hire teachers from the city of Osorno.
Our continuing work depends largely on problems that are not in our power to solve, however, we worry constantly and rigorously to have proper annual job performance evaluations, to participate and actively contribute each municipal school and community and national improvements in order to be updated on all the materials and sub-learning and also be participating and assist in the evaluation of teaching performance.

believe that our training and performance we have conditions and concrete foundations of professionalism, work experience recognized by the educational community of Osorno, however, lack the long-awaited title, which has been denied through the years, causes such as economic, administrative, questionable management, loss of students in municipal schools, low pensions, excessive permissions to open subsidized private schools, etc.
The teaching profession has clear parameters to strengthen and develop both individually and collectively in relation to raising the quality of education in Chile, however, some practices and changes to be taken into account, to be solved and improved for the benefit of Chilean education. Contractual teachers as holders, we who make a careful and meticulous work to the benefit of the learning, with the ultimate aim of improving educational quality, however, unlike the latter, we must strive to maintain or preserve each year a quota for each school term and ensure continuity in the municipal system.
His Excellency the President of the Republic, we strongly someone to listen and give us a definitive solution, we demand our right to have a job to provide us with the dignity and stability required to exercise the important role of educating children in Chile. We need someone to understand the situation we are living and that affects us, we need not miss our academic training, improvement, commitment and experience we have accumulated over the years not be in vain.
